How do I make a petticoat like this one?
I'm entering a contest to design a prom dress with 1st place being $50,000 in scholarship funds. So I kinda need this to be perfect. And I was thinking of making a petticoat to go under the dress that'll look a lot like this:

Could anybody give me a brief tutorial as to how to make this? I already have the materials to make it, and I will be using the same colored tulle as in the photo. Thanks to everyone who answers 
That's pretty basic -- surprised you would need help with something that simple. if I was going to do this I would start with the bottom tier, cutting a 12" wide strip of the tulle 4 yards long and sew a satin ribbon foldover binding to the bottom edge and a 1" wide flat tape ribbon along the top. Then I would stitch double rows of machine basting 1/2" apart, one pair of stitch lines every 36", leaving long thread tails at each break in the sewing. Measure and place a straight pin every foot along the taped edge (16 pins)
Second tier up would be also 12" but only 3 yards long. Sew removable paper tape to the bottom edge and the 1" ribbon to the top. Repeat the machine basting on that tier the same way, only you will have 3 pairs of rows of stitching. Now measure and mark with pen every 9 inches along the paper tape edge. Now pin the basted stitch edge of the lower tier to the paper tape edge of the upper tier, matching the pins to the pen marks on the paper, one to one. Now go back and grab the loose ends of the basting threads of the lower tier and pull and gather them until the lower tier matches the shorter length of the upper tier. Spread the gathers so they are even and pin or hand baste them in place, through both tiers. Once that is all pinned or basted, run a line of fine machine stitching along the seam, keeping it centered in the half-inch gap between the basting lines. For a nice finish, run a second stitch line just above one of the basting lines, towards the raw edge, then trim the edge with scissor close to the stitch line, carefully press it (on low iron setting and with a press cloth over it to avoid melting the tulle) and hand or machine sew a narrow ribbon trim to cover the raw seam. Repeat this step for the third, uppermost tier (which will be two yards long and the spacings will be 6").
Make a second layer exactly the same way.
Finally, gather the two top tiers to a satin band about 8" wide and as long as your hip measurement plus about 12". Now stitch the back seam of both layers together and make the waistband by cutting a piece of stretchy 3/4" elastic about 2" smaller than your waist and stretching and pinning it to the top edge of the satin.
You could also buy a basic petticoat pattern and follow their directions. Might be less hassle.
